Activate/Inactivate Cost Manager Concurrent Program

Dears,

What is the reason that may inactivate the Cost Manager? And How to activate it constantly without rerun it?

How does Cost Manager gets inactivated automatically without intervention? Does Worker Rows play a part in the inactivation process? if so, what is the significance of 'Worker Rows' field? What does is it represent?
