Prevent commitment journal for PO created without PR

Dears,

Kindly i face the following issue, After creating a PO (created without PR). It generate a commitment journal "Journal Line Type: Relieve Requisition Encumbrance from PO"

(CR/PO Charge account) and it effect on Fund available

So, how to prevent generating the commitment journal if the PO is created without PR?
