AWR : Foreground Wait Class

I have the below question for AWR usage on a 19c database:

In AWR there is one report called "Foreground Wait Class"

I'm debugging one server/database which has deviant values in this specific table. The deviant parameter is "User I/O", which is much, much higher than compared with other databases and servers.

My question is simple : what are normal values for this specific "Foreground Wait Class" ?

I know "it depends" but like with many parameter values : these are subjective, but it should not prevent from giving some range.

An additional question, which is a clue to question number one is : the value of "DB CPU" should have the highest value here, right ? So, what if that is not the case ? And, you guessed it, you know which parameter will be on top.
