EBS APPS.HR_UTILITY/ APPS.HR_SIGNON issues

in Technology Stack - EBS (MOSC) Question

Hello,

In the past two weeks we've had issues with EBS where users and concurrent requests are seeing the below errors. We have an SR open but has anyone had issue with this? The package is valid. Bouncing the application server and the database has fixed the problem. It seems that EBS thinks the package is invalid even though it isn't on the database. It seems to affect everything, forms, web pages, concurrent requests.
