IOPS Througput for OEM

in Enterprise Manager Generic (MOSC) Question

What does OEM depend on for performance? Our onsite OEM performance is terrible. It is a constant hour glass and waiting trying to access any page or tab.

We are moving to OCI. Will use 2 tiers, and apps tier and a db tier. The IOPS and throughput is depended on the file system size.

Does OEM depend more on cpu/memory or iops or all 3? Our file system for both apps and db together is less than 40G. It seems ridiculous to have to waste space to get more iops for this instance.

What should i use for the IOPS for this OEM foot print? Do i need to waste a ton of space to get more IOPS and throughput ?
