After upgrade to 12.2.10 and database to 19c, all RDF reports are taking too much time

We have upgraded EBS from 12.2.4 to 12.2.10 and database to 19c, after upgrade we are facing issues in RDF reports only, all RDF reports are taking too much time and running 30 minutes on single record, query is working fine on toad/plsql either report builder is generating xml file perfectly & overall application and database performance is fine.
