Oracle Database migration from 11g to 12c

Hello DB expert,

We have below problem statement for one of our client and need your valuable suggestion on it :

  1. Problem statement : Currently client have their application on Oracle DB 11g hosted on Solaris and they are upgrading there Siebel applications on latest version but Oracle 11g database is not support to their Siebel application tier and to support there application tier need to upgrade Oracle database from 11g to 19c on Solaris, What will be appropriate strategy ? If this strategy can be implement - create a new Oracle 19c instance and take export of from 11g and import it into Oracle 19c instance ?
