can the Fraud protection list on the SBC be used to block calls via the value in the P-asserted_id?

I have situation where we have inbound calls that have "Anonymous" in the FROM user-uri field, and are not being blocked via the FPL. However, I do see the calling number in the PAI field.

"Anonymous" is not a valid entry in the FPL.
