Cross Plan Validation is not working when event is reprocessed

We are testing OE but are also seeing this now in other event classes. We have cross plan validation set up for a smoker/non smoker plan (1T) which allows for discounted medical plans (10) if EE selects non smoker. When initially processing the event, the non discounted plans are greyed out if EE selects non smoker plan in 1T. And vice versa if selecting smoker, the discounted plans are greyed out. When the event is reprocessed to Assign or EE goes back into OE event, all plans show for selection despite what plan they chose in
