Error in startup output after installing stack patch bundle 34689215

WebLogic Server Version: 12.2.1.4.0

I've installed the Oracle 2022 patch release Patch 34689215: WLS STACK PATCH BUNDLE 12.2.1.4.221011 in our Dev environment and all patches were installed except the WEBLOGIC SAMPLES SPU 12.2.1.4.221018 patch which is fine as the report said it was not needed. There were no post-installation steps in the readme or linked documentation, so I started up the WebLogic console.

I noticed the below errors in the startup output. I checked if EM would load in the browser, and it does not, and the 'em' deployment is in a Failed state. I checked the com.bea.core.apache.log4j.jar module in ORACLE_HOME and it has a date of almost a month ago, so it looks like that hasn't updated.
