What is the Hierarchy for Project Billing Extension Used for Revenue Generation

We have defined Billing Extensions for Revenue Process that are Project Specific (i.e. Project Specific Check Box Checked at Billing Extension Setup) and some that are Non Project Specific (i.e. Project Specific Check Box Un-checked).
Our assignment of Billing Extensions are as below
-- Non Project Specific (i.e. Project Specific Check Box Un-checked) to Project Type- Under Billing Assignments Region with Active Checkbox is Checked.
--Project Specific (i.e. Project Specific Check Box Checked at Billing Extension Setup) at Project Header - Under - Billing Information> Billing Assignments Option> Active Checkbox is Checked.
Our expectation is that system will look at Billing Assignments setup at Project Level and then if it cannot find any setup at Project Level it will then look at Project Type Level.
