How to startup 19c database when the location specified by log_archive_dest_1 is lost.

DB Version 19.0 Full Version 19.16. Not using DataGuard.c

I am working on a virtual machine running RHEL8. The archive logs are duplexed with log_archive_dest_1 being a remote nfs share and log_archive_dest_2 being local to the VM. I have 3 19c databases running on this VM; 1 was a 12c db upgraded to 19c and the other two were fresh installs of 19c. All 3 databases have the same values for log_archive_dest_1 and 2. In this scenario, the remote nfs share is "not available". The upgraded 12c database will start up as expected but the other 2 will not. I have tried setting the
