How can user configure ECC dashboards without assigning the ECC developer responsibility?

I would like to create the possibility for Oracle users to configure their own dashboards in their ECC dashboards, but I don't want to assign the ECC:developer responsibility in their account.

So in their dashboards they would see the little cogwheel in the right upper corner where they could configure their dashboards but they would not see the ECC: developer responsibility in their responsibility-menu.

Could I assign a certaint grant or role to the user in addition to the PO PCC ECC:role they now have?
