Migrate 12c DB to new server with 19c installed windows OS

We are migrating a single database oracle 12c to a new on-premise server with 19c Standard edition installed on Windows OS . We have no Data Guard or Golden Gate. Would like to get advise on the proper steps if anyone has done it.

The info I got from the web are basically below. Would appreciate if anyone who has migrated/upgraded from 12c to 19c on Windows can share the steps they performed.

  1. Execute Preupgrade script (preupgrd.sql)
  2. Take RMAN backup of 12c database
  3. Copy the RMAN backup to the new server with oracle 19c installed
  4. Create password file for the 19c database on new server
