Cannot connect with other than ADMIN user from SQLDeveloper 22.x on Win10 to 19c ALWAYS FREE OCI ATP

Hello Specialists,

most of the time I'm working with Oracle 12.x, but recently I've created an ALWAYS FREE OCI ATP 19c database and tried to connect from a Windows laptop, SQL Developer 22.x to the database.

Connecting by admin user went ok, however, after that I've created an another user in SQL Developer using the Other Users - Create user tree view from the SQL Developer menu but when I'm trying to set up a cloud wallet connection for the new (non admin) user I receive ORA-01017 invalid usercode / password.

I've tried several times - with no result. It also might be something connected to PDB/CDB (in ver. 12 I'm not interracting with PDBs]
