OLM failing to deploy files to OL9

I have been looking at managing OL9 machines through Oracle Linux manager.

We have been successfully managing OL5, 6, 7 and 8 for a while. I have sync'd all the repos for 9 and created a new key all fine. I have then followed the client install for OL9 on a minimal install Linux and registered it fine in OLM. But it fails to push out the base config files. It will create new directories i.e. /home/user/.ssh but fail to push out /home/user/.ssh/authorized_keys

the error in OLM is: Client execution returned "Failed deployment, rolled back: name 'decodebytes' is not defined" (code 49)
