ORA-13631 ORA-06512: at "SYS.DBMS_SQLTUNE", line 929

Kindly, I have a SQL query, when try to SQL Tuning advisor in SQL Developer, I am getting the following error

I am connecting using sys account as sys dba

my DB version is 11.2.0.4.0

Error:
