Pie chart on the benefits enrollment page is not visible.

We can't see the pie chart on the benefits enrollment page. I verified in the code that BNE_CHART_WRK record has the values and the employee has the necessary access(peoplesoft administrator) . Can't figure out why the pie chart is not showing up on the benefits enrollment under open enrollment activity guide. Any ideas?
