Requisition not creating commitment

We are using Grants Accounting and as per the process, Purchase Requisition creates a commitment and when the PR is converted into PO, commitment is replaced by obligation.

We have a strange case where some of the requisitions are not creating commitment and when they are converted into PO, obligation is created and negative commitment is created under PR\Requisition encumbrance.

This is not happening in all the cases, but, only with a very few PRs. Also, we arenot able to reproduce the issue.

We tried all possible scenarios like creating a PR with same item, same PTAEO, same requestor etc, but the issue is not reproducible.
