calls Balancing to different SA

Hi


I Like to configured Load balance Calls from SBC to two different SA .

The system not Include a license for Load Balancing so I cannot configured session group .

So I configure local-policy with two policy-attribute and each Policy-attribute had configured

with Different next hop SA .

I configured for the first Attribute cost = 60

and for the second attribute cost=40

the results are that the calls always go via the second SA and we need that the calls

go to both SA by 50/50 Calls .

What is the best configuration for run 50/50 calls to SA's while no "load balancing" feature exist ?
