Importing Move Order Transfer into WMS Org

Hello,

Trying to atttempt INSERT INTO MTL_TRANSACTIONS_INTERFACE for transaction_type_id = 64 which is for Move Order Transfer type transaction. Record is always stuck in interface with "Negative balances not allowed" error , sufficient onhand is available for transfer. performed subinv transfer from subinventory A to subinventory B, it worked but same data if performed through INSERT INTO MTL_TRANSACTIONS_INTERFACE for transaction_type_id for Move Order transfer doesn't.

Is it even possible to insert into mtl_transactions_interface to initiate an inventory move order transfer across subinventories for LPNs?
