After rollback of DBRU, get Bug 33809642

We had to rollback 19.16 to 19.15 on Windows Enterprise Database because of Spatial Errors. Now we are not able to start instance, get this error in alertlog:

USER (ospid: 3372): terminating the instance due to ORA error 46372

In MOS I found this Bug: Bug 33809642  ORA-46372 error while starting database after DBRU rollback

,with no Work Around.

I have tried to startup instance with pfile (commented AUDIT...), without luck, same error.

How do we start our Instance again ?
