How can I use something like Performance Hub for a PDB in a VM in Oracle Cloud Infrastructure

in Database Administration (MOSC) Question

I found out that you cannot use Performance Hub on a PDB which sits on a VM in OCI. Any ideas short of adding a bunch of cost to our subscription by creating yet another VM, installing OEM, and configuring it there?
