Exists minimum parametrization requirement for EM Express 19c?

We have some specific profiles assigned to users, each profile have distinct limitations.

We found that EM Express is not working if the user profile hasn't setting at least 6 SESSIONS_PER_USER.

When you try to load the site the page stuck in loading... and you can see this messages in the browser console

The server is a single instance database version 19.15

We did not find any related document in MOS.
