ORA-29273: HTTP request failed

Hi All

I have some DB procedures & views consumed as a web service, recently we have more load in calling those web services, and the applications which are calling those web services are receiving error server is not available and when I test by calling the same web service from DB I can see error :

ORA-29273: HTTP request failed

ORA-06512: at "SYS.UTL_HTTP", line 1367

ORA-29263: HTTP protocol error


Need your help on how I can enhance the performance of XDB to be able to support more load


My DB: 11.2.0.4

Attached are the current configuration file from the following select statement and the result of the XDB_USAGE_CHECK
