Best practice of database migration Oracle 12c to Oracle 19c

Hi,

Can anyone suggest the best practice for database migration?

Normally, I import schema data pump to the destination. While checking at user level, some user has granted permission to some function which is created under the system schema. How can I get it? Find the below alert which I am getting in the user creation tab.
