New Absence Take Type Using Adjustment as Balance and Entitlement.

I am setting up a new absence take type for DEU. It is not granted or accumulated on a consistent basis.
The way the balance and entitlement is calculated is through manual adjustment to the absence balance. Each period our employees may convert OT hours worked into a new absence take type to be used at a later date. I am currently testing and configuring and cannot get a manual adjustment to populate the entitlement 'bucket.'
Example. Worker works 10 hours of OT and wants to dedicate the 10 hours to the new absence take type. During pay calendar processing a manual adjustment of 10 hours is made. The report shows +10 to adjustment and balance. But entitlement still remains 0. I need it to show 10 as well.
