Non stock item PR creation

Dear @SSrini @Gilad K

I am trying to create a PR in unapproved status formwork order, But I found 2 issues

1.One is PR is getting cerated after the work order release, But as per set up it should have been on operation

2.Pr status should be in approved status but PR is getting created for unapproved status


Set Up at WIP parameter is below


1.requisition creation time at operation

2.Resusition status at creation is (Approved)


Anything I am missing
