I need a benefit plan that requires dependent enrollment, how can I do it?

I am implementing Fusion benefits (22C) in my client, but I cannot get a plan to require me to enroll dependents, I have defined the dependents at the option level and I have registered the Designate Dependent action in the Designation Requirements train of the plan.

The life event that is being managed is without Unrestricted, but I can't get the application to ask me to designate the dependents at the time of enrollment.
