Error running oe_order_pub.Process_Order (Oracle 11i) - Required Segments

I'm trying to create a new order and lines using the oe_order_pub.Process_Order call and I'm using examples I have found online and within this community (Doc ID 746783.1) but I am not getting passed the same error in all three scripts I've tried to create based on these findings. It seems straight forward but I'm getting "Values have not been entered for one or more required segments" every single try and version I try.

This is my very first question out here and I'm not sure how to explain what I have going on without pasting my code in this text. I don't have any identifying info, just hard coded id values but I don't want to do the wrong thing either.
