Why does the PO Output for Communication program get spawned for each approver?

When the PO approval workflow is triggered and goes through the approval hierarchy, the 'PO Output for Communication' concurrent program gets spawned for each approval. Say, the workflow goes through 3 different approvers, the program runs after each approver approves the PO. Is this normal?

EBS version: 12.2.9
