Oracle Apex - "RAS is not supported in this system" error message

I have Apex 2020.2 version installed on Oracle Express 11g database

Whenever i run my apex project, i got error  "RAS is not supported in this system"  message on view debug

I checked my apex instance security configuration and "Allow Real Application Security" is not even shown as an option to disable

Is there another place where this RAS option could have been enabled by accident or something??
