Custom Fields link not available in Fluid Requisition Checkout Header Page

We are implementing Fluid Requisitions and we are currently in Image 41 and Peopletools 8.58.21 - Image Reference from Classic version below

The above highlighted Custom Fields is not available in fluid requisitions and we are unable to find PV_CUSTOMFLD_SBP in Configure Drop Zone page option as well. Kindly let us know how to enable Custom Fields in the Fluid Requisition Check out page on the header level.

FYI ,Custom fields at the line level are automatically available in Fluid Requisitions at the Line level and also PV_MOB_CUSTLIN_SBP is available in Drop zones too.

FYI - We have enabled Enter Custom Fields in Installation options and also have added role action CUSTOM_FIELDS for all the necessary roles.
