coverage amount is restricting to $20000K for employee life plan for one employee

I am going in to enroll her and it is not allowing her to elect 100,000 on life as a first time enrollee.  It is saying she can only do 20,000 election – Why?  This is her first time enrolling as a Full Time employee and she should be able to do up to 7 times her earnings – NOT 20,000 only .

$20,000 is for not for newly eligible – only for existing employees who have already elected
