Queries on CPU does not get released by application servers.

Recently we moved to Oracle Cloud, we are using EXACS and database version is 12.2.0.1. Application is Oracle ATG E-Commerce. Both application and database is in OCI. We have strange issue where one sql_id sits on the database server for longtime after few hours lot of sessions with same sql_id piles up in the database server. CPU Usage goes 99% and other databases also gets effected. Application team have to recycle the application servers after that CPU goes down quickly. Is there way we can remove the sessions from db server which is getting
