Patch for 19c Enterprise Edition Windows x64

Patch 34468114 was supposed to be released today November 05, 2022 so I can download it, but neither of these 2 patches are giving me an option to download the right file.

I spoke with support and was told I needed these 2 patches and installed in this order:

34468114 WINDOWS DATABASE BUNDLE PATCH 19.17.0.0.221018

34411846 OJVM RELEASE UPDATE 19.17.0.0.0

When I go to Doc ID 888.1 the link to 34468114 takes me to a page that says "Details for Patch 34468114 not found." The link for 34411846 takes me to a page with downloads for Linux not windows x64.

Why are they not available? I am in the United States on EST.
