Can em.ear run on Weblogic 14?

We are trying to upgrade from weblogic 10.3.6 to 14. In our past installations we have always had access to the fusion middleware control application. But I can't find how to install that for version 14? I see messages that it is not included, but I can't find anything about how to included it our anything definitive on if it is supported.
