Hi,

I'm having this question; suppose you have a 13c OEM instance, which is primarily used for database monitor, next to server monitoring as well.

Typically the instance is monitoring production and non-production databases, no problem.

But, if we setup an additional OEM instance, there is an added complexity.

The reason to setup an additional instance is actually to test OEM patches on this instance. This to avoid unforeseen downtime to the more important instance, which also monitors all production databases and servers.

But this other instance would typically also monitor things, as its intended behaviour is just that. However, all is already monitored by the main OEM instance of course.
