BI-Publisher Reports in OPC: Import/Export/Running

in Oracle Primavera Cloud (MOSC) Question

Utilizing the Layout/Import, I noticed you can't edit the BI-PUB layout. Plus using that layout with the existing Report/Data Model the report does not populate even though the Report name, tables, fields, everything is the same as the original report the layout came from. It only prints out the XML Source data

What's going on here??? And yes, I have complete ADMIN rights.
