Supplier Re-qualification response can be updated by Internal team?

When the document is sent to Supplier for Re-qualification for the expired documents and when the Supplier fails to provide the re-qualification response over Supplier portal, can the Internal Supplier team be able to edit the re-qualification sent to the supplier and provide the responses by themselves instead of being dependent on the suppliers.

We understand that we can create an Internal qualification similar to the External qualification and the Internal team be able to upload/respond to the questionnaires, but we want to know if the Internal team be able to edit the External qualifications that is sent to the supplier and add the responses there itself. If so please share us the setups/documents for the same.
