How to change from embedded software license to full use license and migrate/upgrade 11g to 19c and?

I am running an 11g oracle DB with embedded software license (ESL). So would like to migrate/change the database to the oracle full use license and also upgrade to 19c at the same time. The databases are setup as a RAC and has data guard setup for (active-standby). The DB size is over 8TB.

Has anyone embarked upon a similar exercise before to share some insight or the best approach to the scenario?
