Development team is facing timeout issue.

I have oracle database on Linux on.

The team has been constantly complaining about slowness and timeout problems for the past few months. Since I'm new to the company, I'm attempting to learn the needs. I have NMON installed on the server, but I'm not sure what might be going wrong. What metrics should I check on my Linux server and in my database?

Below are the details:

OS: LINUX

Database: Oracle 12.2
