Why is there a restriction on Liquibase usage within SQLcl via SYS (Doc ID 2905785.1)?

There are instances where the SYS user is needed to deploy certain objects, so it is unclear why LB usage within SQLcl would have this restriction where Liquibase as a standalone install does not.
