How to stop creating duplicate names in short description while adding new UDO?

There is a issue in UDO, developer can create 2 different UDO's with the same "short description", it give issue when we share the UDO's as short description is same and to resolve it developer have to delete the udo from target environment.

Kindly suggest what settings need to be done so duplicate name in "short description" can be avoided.
