Are we allowed to create request group using the Application Administrator Responsibility?

As a support we are not allowed to use the System Administrator. Can someone share your thoughts if we can create a request group that we can attach to the responsibility using the Application Administrator? The reason why i'm asking is that i cannot add the applications or no details from the list of values was displayed.
