Open Life Event "Unprocessed" during the Annual Enrollment

Open Life Event "Unprocessed" during the Annual Enrollment. As the result, the employees are not able to continue the enrollment.

We found out that most of the records are due to the contact information update when the user logged in to update the dependent information. However, we have not been able to reproduce the issue.. and this is strange.

Hay anyone experienced the same or similar issue?
