Additional ONEWORLD User Creation in AS400 failed

We are on JDE 9.2 and we have only one iSeries V7R3 Production server and implementing time zone instance based on "Time Zone Support for Oracle JD Edwards EnterpriseOne ( Doc ID 1379886.1 )" guide, as part of the guide while implementing the step to create oneworldest iseries user id in AS400 and assigning group profile as JDE and supplement group as ONEWORLD but it is failing with below error message:
