Error ora-12411 when trying to use dblink

Hi,

I've created a public database link and trying to use it gives me the following error:

ORA-12411: valor de etiqueta no válido

ORA-02063: line precediendo a EXPLOTACION_TEST

12411. 00000 - "invalid label value"

*Cause:  The specified label value does not exist.

*Action:  Check the data dictionary views for the policy to identify

      valid labels.

Error en la línea: 4, columna: 20
