Issue upgrading to 19C using DBUA

Hi! I'm trying to upgrade a 12.2.1.3 non-CDB to 19C using the DBUA in a Windows environment. The upgrade fails at the Post Upgrade Steps - Listener Configuration Step. I opted to use the the existing 12c listener during the DBUA set up. I've included screen shots and upgrade trace error. Any help is appreciated. Thanks Steve

SEVERE: Environmental error detected: Oracle Home is set to "D:/oracle/product/12.2.0/dbhome_1" in the environment is different from Oracle Net Configuration Assistant installed Oracle Home. 

Verify that the ORACLE_HOME environment variable or registry setting is set to correct value and relaunch Oracle Net Configuration Assistant.
