cloning multitenant with active database

Oracle 12.2.3 2 shared apps tiers

Database 19.15 single instance

Oracle 7.9 vm on OCI

I don't have rights to generate a token to install the backup module to access the backup to restore using rman. That will be my next question, but i will keep this to one subject.

I am not able to connect to the target from the source as sysdba or source to target for an active database duplicate.

  1. What environment do i source to start the listener?
  2. what environment do i source the try the conection, pdb or cdb?
  3. What is the entry in the tnsnames.ora file that will allow this connection? A cdb tnsnames.ora entry or a pdb tnsnames.ora entry or both?
